Establishes maximum of 60 regular employees for the Office of the Governor for fiscal year 2022-2023, ranging from Executive Secretary (Grade SE01) to Administrative Assistant I (Grade GS06)

Authorizes up to 7 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act

Appropriates $5,916,415 from the State Central Services Fund for personal services and operating expenses, including $4,159,629 for regular salaries, $1,272,091 for personal services matching, and $475,906 for maintenance, operations, conferences, travel, and professional fees

Appropriates $500,000 from the Miscellaneous Revolving Fund for Governor's Emergency Proclamation purposes under Arkansas Code 19-2-404

Authorizes the Office of the Governor to exceed maximum salary levels by up to 20% for no more than one-third of authorized positions with approval from the Arkansas Legislative Council or Joint Budget Committee
