Appropriates $3,135,034 to the Arkansas Public Defender Commission - State Operations for fiscal year 2022-2023, including $1,484,012 for regular salaries and 20 maximum employees.

Appropriates $26,650,664 to the Trial Public Defender Office for fiscal year 2022-2023, including $18,472,279 for regular salaries and 258 maximum employees.

Appropriates $75,252 to the Ombudsman Program and $4,683,650 to the Commission for Parent Counsel for fiscal year 2022-2023, with total combined appropriations of $34,544,600.

Authorizes 3 temporary or part-time Extra Help employees for State Operations and Trial Public Defender Office, and 14 Extra Help employees for the Commission for Parent Counsel.

Allows the Director of the Arkansas Public Defender Commission to transfer appropriations between line items (except Personal Services Matching) with Chief Fiscal Officer approval and Legislative Council or Joint Budget Committee review.
