Establishes maximum of 3 regular employees for the Office of the Lieutenant Governor with salaries of $95,000 (Chief of Staff/Legal Counsel), $70,000 (Communications/Policy Director), and $40,000 (Executive Assistant/Scheduler)

Appropriates $343,438 from the State Central Services Fund for fiscal year 2022-2023, including $205,000 for regular salaries, $69,439 for personal services matching, $52,304 for operating expenses, and $16,695 for conferences and travel

Authorizes the Office of the Lieutenant Governor to transfer appropriations between line items with approval from the Chief Fiscal Officer and prior review by the Arkansas Legislative Council or Joint Budget Committee

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, salary restrictions, and Department of Finance and Administration regulations

Takes effect July 1, 2022 and was approved February 22, 2022
