Establishes a maximum of 326 regular employees for South Arkansas Community College (SACC) for fiscal year 2022-2023, with specific salary ranges for administrative, academic, and support positions.

Authorizes up to 175 part-time or temporary "Extra Help" employees at rates not exceeding the Uniform Classification and Compensation Act standards.

Appropriates $7,514,719 from state operations funds for regular salaries ($4,411,937), extra help ($174,002), personal services matching ($1,342,749), and maintenance and general operations ($1,575,714 plus $10,317 for conferences and travel).

Appropriates $19,093,700 from cash funds for salaries, overtime, operating expenses, capital improvements ($7,700,000), and debt service ($550,000).

Effective July 1, 2022, with all disbursements subject to state procurement, accounting, and fiscal control laws.
