Appropriates $123,733,932 for personal services and operating expenses of the Department of Human Services - Division of Aging, Adult, and Behavioral Health Services for fiscal year 2022-2023, including regular salaries ($53,948,978), extra help ($5,764,305), and overtime ($5,712,006).

Authorizes a maximum of 1,163 regular employees and 347 temporary or part-time employees across various positions including physicians, nurses, psychiatrists, social workers, and administrative staff.

Appropriates $47,350,322 for aging and adult services operations including nursing home care alternatives ($4,802,025), nutrition programs ($18,929,216), senior citizen centers ($8,000,000), and project grants ($14,491,416).

Appropriates additional funds for mental health grants ($43,672,554), alcohol and drug abuse prevention ($40,513,788), crisis intervention ($5,000,000), and veterans mental health programs ($5,000,000).

Includes special language provisions addressing federal funding utilization, physician pay rates, job sharing for nursing positions, Arkansas Health Center operations, and senior olympics funding matching requirements; effective July 1, 2022.
