Establishes maximum of 341 regular employees for Arkansas State University - Newport for fiscal year 2022-2023, including administrative, academic, classified, and auxiliary positions with specified salary ranges.

Authorizes up to 60 temporary or part-time employees ("Extra Help") payable at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $8,164,431 from state operations funds, including $5,400,000 for regular salaries, $150,000 for extra help, $700,000 for personal services matching, and $1,889,431 for maintenance and general operations.

Appropriates $26,455,000 from cash funds for regular salaries ($5,700,000), extra help ($350,000), personal services matching ($2,500,000), maintenance and operations ($4,550,000), capital outlay ($8,000,000), capital improvements ($4,000,000), debt service ($1,250,000), and other expenses.

Effective July 1, 2022, with all disbursements subject to compliance with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws.
