Establishes maximum of 2,290 regular employees for University of Central Arkansas for fiscal year 2022-2023, with detailed salary ranges by position from President ($300,064) to entry-level staff positions.

Appropriates $64,324,653 from state operations fund, including $62,304,653 for regular salaries and $2,000,000 for extra help positions.

Appropriates $167,404,000 from cash funds for salaries ($33,800,000), extra help ($1,600,000), overtime ($169,000), operating expenses ($47,600,000), capital improvements ($26,400,000), debt service ($16,500,000), and other operational costs.

Authorizes up to 1,600 temporary or part-time employees ("Extra Help") at rates not exceeding those in the Uniform Classification and Compensation Act.

Allows Board of Trustees to provide special allowances up to $10,000 annually per coach coaching multiple sports and additional payments from athletic vendor contracts; requires annual reporting to Legislative Joint Auditing Committee on special allowance fund use.
