Authorizes up to 100 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act

Appropriates $5,562,790 from state operations funds, including $4,657,790 for regular salaries, $150,000 for extra help, and $750,000 for personal services matching

Appropriates $13,926,000 from cash funds for operating expenses, including $1,750,000 regular salaries, $4,500,000 operating expenses, $2,500,000 capital outlay, and $1,500,000 capital improvements

Act is effective July 1, 2022, and requires compliance with state procurement, accounting, budgetary procedures, and other fiscal control laws
