Establishes maximum of 291 regular employees for University of Arkansas Community College at Morrilton for fiscal year 2022-2023, with specific salary ranges by position including Chancellor at $176,159, Vice Chancellors at $132,588-$158,786, and faculty positions at $47,435-$123,738.

Authorizes up to 110 additional temporary or part-time employees ("Extra Help") at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $6,828,994 from state operations funds, consisting of $5,537,808 for regular salaries and $1,291,186 for personal services matching.

Appropriates $29,000,000 from cash funds for personal services and operating expenses, including $4,500,000 regular salaries, $1,000,000 extra help, $7,000,000 operating expenses, $10,000,000 capital improvements, and $1,200,000 debt service.
