Establishes maximum of 235 regular employees for Arkansas State University Three Rivers for fiscal year 2022-2023, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 60 temporary or part-time "Extra Help" employees at rates of pay not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $4,597,429 from state operations funds for regular salaries ($2,800,000), personal services matching ($825,000), and maintenance and general operations ($972,429).

Appropriates $17,292,962 from cash funds for regular salaries ($3,557,988), extra help ($686,000), personal services matching ($1,315,890), maintenance and operations ($2,688,116), capital improvements ($8,000,000), debt service ($425,000), and promotional items ($20,000).

Effective July 1, 2022, with all disbursements subject to compliance with state procurement laws, accounting procedures, revenue stabilization laws, and other applicable fiscal control regulations.
