Appropriates $77,039,000 for Division operations including $35,688,350 for regular salaries, $3,800,000 for extra help, $13,449,469 for personal services matching, and $1,060,000 for overtime

Appropriates $5,028,150,001 for unemployment benefits and expenses including $3,000,000,000 for federally paid benefits and $2,000,000,000 for taxable employer benefits

Appropriates additional funds for specialized programs including $40,000,000 for Workforce Innovation and Opportunity Act, $39,948,110 for Temporary Assistance for Needy Families, $20,920,569 for adult basic and general education, and $3,100,000 for Reed Act Funds

Authorizes 433 temporary or part-time employees as "Extra Help" when needed and permits Director to establish up to 200 additional full-time positions for federal programs with prior legislative approval
