Establishes a maximum of 2,586 regular employees for the Department of Human Services - Division of Developmental Disabilities Services for fiscal year 2022-2023, with positions ranging from DHS DDS Commissioner (Grade SE01) to various support staff (Grade GS01).

Appropriates $176,154,991 for personal services and operating expenses, including $87,900,345 for regular salaries, $35,568,332 for personal services matching, and allocations for overtime, maintenance, operations, professional fees, and purchase of services.

Authorizes up to 200 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Provides additional appropriations for Special Olympics grants ($178,768), community programs ($50,000), grants-in-aid to community providers ($15,892,045), and autism treatment and coordination services ($273,974).

Requires community-based service providers to screen individuals for Medicaid eligibility within 30 days, prohibits closure of five state Human Development Centers, and allocates up to $1,000,000 to eliminate the Autism Waiver Services Program waiting list.
