Establishes maximum of 181 regular employees for the Department of Human Services - Division of Child Care and Early Childhood Education for fiscal year 2022-2023, with positions ranging from DHS Director Early Childhood Education (Grade SE01) to Administrative Specialist II (Grade GS03).

Authorizes up to 13 part-time or temporary employees ("Extra Help") to be paid at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $26,259,153 for operations including $8,395,059 for regular salaries, $208,497 for extra help, $3,048,423 for personal services matching, and $2,306,047 for data processing services.

Appropriates $126,450,954 in federal grant funds including $55,445,681 for Child Care Development Discretionary and $71,005,273 for Child Care Food Program.

Appropriates $22,000,000 for child care grants ($20,000,000 for Child Care Grant/AIDS and $2,000,000 for Save the Children), $36,786 for loan guarantees and grants, and $139,676 for commodity distribution operations.
