Appropriates $1,660,317 from the Targeted State Needs Program Account to the Department of Health - Arkansas Minority Health Commission for the fiscal year ending June 30, 2023.

Authorizes 5 maximum regular employees including an Accountant II (GS08), Grants Coordinator (GS07), Health Program Specialist I (GS06), Human Resources Analyst (GS06), and Fiscal Support Analyst (GS05) with total regular salaries of $221,985.

Allocates funds for personal services matching ($77,990), operating expenses ($531,788), conferences and travel ($20,000), professional fees ($250,000), and screening, monitoring, treating, and outreach activities ($558,554).

Requires prior approval from the Arkansas Legislative Council or Joint Budget Committee for transfers between budget classifications and for promotional items acquisitions.

Effective July 1, 2022; restricts appropriations from being transferred under general state law except as specifically provided in this act.
