Appropriates $3,651,590 for the Department of Education - Division of Higher Education general operations, including $1,731,388 for regular salaries and $295,000 for statewide scholarship and grant promotion.

Appropriates $64,450,000 for student assistance grants and various scholarships, including $25,000,000 for Arkansas Academic Challenge Scholarships and $22,000,000 for Arkansas Governor's Scholar program.

Appropriates $7,117,770 for health education grants and loans in fields of dentistry, optometry, veterinary medicine, chiropractic, and podiatry.

Establishes 47 maximum regular employees for Division of Higher Education general operations and 81 maximum regular employees for Northwest Technical Institute, plus authorizes 135 extra help positions at the technical institute.

Appropriates $6,007,292 for Northwest Technical Institute state operations and $6,285,821 for cash operations, supporting personal services and facility maintenance.
