• Establishes maximum regular employee count of 2,229 and authorizes up to 2,064 temporary/part-time "Extra Help" employees for Arkansas State University for fiscal year 2022-2023

• Appropriates $73,890,570 from the Arkansas State University Fund for state operations, including $54,590,000 for regular salaries, $8,788,990 for personal services matching, and $9,451,580 for maintenance and general operations

• Appropriates $223,896,158 from cash funds for additional personal services, operations, capital improvements ($51,396,158), and debt service ($18,000,000)

• Allocates state operations funds to Jonesboro Campus ($68,689,160), ASU System Administration ($2,698,434), and Heritage Sites ($2,502,976)
