Reappropriates $15,000,000 in capital improvement funds for the Department of Education - Division of Higher Education for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities for all public four-year institutions, two-year institutions, and technical colleges, effective July 1, 2022.

Reappropriates $16,097,851 in capital improvement funds for Northwest Technical Institute from Act 845 of 2021 and Act 200 of 2021 for an Allied Health Facility ($10,656,000), CDL Training Facility and Driving Pad ($2,004,066), Technology Infrastructure improvements ($1,801,200), campus maintenance projects ($636,000), general facility improvements ($1,000,000), and Industrial Technology Center ($36,307), effective July 1, 2022.

Reappropriates $519,278 from Act 200 of 2021 for transfers or refunds to capital balances for various Northwest Technical Institute capital projects or facility improvements, effective July 1, 2022.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows institutions to supplement with grants, donations, Federal funds, and unobligated cash income for project financing.

Effective date is July 1, 2022; approved February 25, 2022.
