Reappropriates $5,615 in Development and Enhancement Fund balances from Act 176 of 2021 for Department of Health personal services, including the Office of Health Information Technology (OHIT), State Health Alliance for Records Exchange (SHARE), and grants to rural or critical access hospitals, effective July 1, 2022.

Reappropriates $9,150,170 in capital improvement project balances from Act 850 of 2021 for multiple Main Campus facility projects including elevator modernization ($2,100,000), roof renovations ($1,759,900), restroom renovations ($880,940), fire alarm system upgrade ($540,000), cooling tower replacement ($425,172), steam plant conversion ($867,000), chilled water piping upgrades ($734,952), HVAC and domestic water riser renovations ($1,025,000), basement through 4th floor HVAC renovations ($948,145), surface parking repairs ($900,000), and Tobacco Prevention and Cessation Program office restructuring ($69,001).

Prohibits contract awards or obligations in excess of State Treasury funds actually available; allows institutions to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and fiscal control laws during fund disbursement.

Becomes effective July 1, 2022.
