Reappropriates unexpended balances from Act 855 of 2021 to the Department of Transformation and Shared Services - Building Authority Division effective July 1, 2022, payable from the Development and Enhancement Fund.

Allocates $139,614,587 for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade and repair of all state-owned real property and facilities.

Allocates $50,000,000 for major maintenance, renovation, repair or construction work to provide contingency appropriation for capital projects.

Allocates $50,000,000 for information technology enhancement, innovation, operation, equipping, consolidation, construction, repair, expansion, major maintenance, improvement, replacement, and upgrade to the state's existing technology and development of new projects.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws; permits use of grants, donations, Federal funds, and unobligated cash income to supplement appropriations.
