Establishes 362 maximum regular employees for Southeast Arkansas College for fiscal year 2022-2023, with administrative positions ranging from $65,273 to $176,159 annually and academic faculty positions at $94,252 for full-time and $47,435 for part-time instructors.

Authorizes up to 200 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $7,476,760 from the Southeast Arkansas College Fund for state operations, including $5,600,000 for regular salaries, $750,000 for extra help, and $1,100,000 for personal services matching.

Appropriates $65,700,000 from cash funds for operations including $2,000,000 in regular salaries, $1,000,000 for extra help, $5,000,000 for operating expenses, $45,000,000 for capital outlay, $6,000,000 for capital improvements, and $1,500,000 for debt service.

Authorizes the Board of Trustees to reimburse tuition and educational expenses for current faculty pursuing additional education levels to meet accreditation and professional standards in critical shortage areas through June 30, 2023.
