Reappropriates $700,000 in balance from Act 858 of 2021 to the Department of Transformation and Shared Services - Arkansas Geographic Information Systems Office for the Arkansas Digital Orthophotography Program 2022 update, effective July 1, 2022.

Authorizes the receiving agency to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for the project.

Prohibits use of the agency's Maintenance and General Operations appropriations for the purposes outlined in this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws during fund disbursement.

Effective July 1, 2022; appropriations must align with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative council minutes.
