Reappropriates $1,852,606 from the Development and Enhancement Fund for construction of a Readiness Center Joint Force Headquarters at Camp Joseph T. Robinson, effective July 1, 2022.

Reappropriates $75,778,235 in total federal funds for eight military construction projects including readiness centers, machinegun range, water storage tank, solar array, and dining facility improvements at Camp Joseph T. Robinson and Fort Chaffee, effective July 1, 2022.

Reappropriates $6,849,785 from the Armory Construction Fund for repair, construction, renovation, landscaping, and maintenance of armories, hangars, and other Arkansas National Guard properties across three separate appropriations, effective July 1, 2022.

Prohibits contracts and obligations in excess of available State Treasury funds, but allows agencies to supplement with federal funds, grants, donations, and unobligated cash income for project financing.

Requires all fund disbursements to comply with stated legislative intent documented in budget manuals, agency requests, executive recommendations, and Legislative Council or Joint Budget Committee minutes.
