Reappropriates balances from prior fiscal year capital improvement appropriations to the Department of Agriculture, effective July 1, 2022, from the Development and Enhancement Fund totaling approximately $24.196 million for office space construction, laboratories, IT software, forestry facilities, county fair grants, laboratory equipment, boll weevil suppression debt assistance, and departmental renovations.

Reappropriates $69,563 from the Livestock and Poultry Special Revenue Fund for construction, renovation, and equipping of the Necropsy Room at the Livestock and Poultry Diagnostic Lab.

Reappropriates $180 million in bond proceeds for construction and renovation of new office space, laboratories, and support facilities for the Department of Agriculture across three separate line items.

Reappropriates $1,607,292 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, stewardship, or preservation of state-owned lands, historic sites, buildings, structures, or objects.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws; permits use of grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project costs.
