Reappropriates $40,000,000 from the Skills Development Fund to the Department of Commerce - Office of Skills Development for workforce development programs, effective July 1, 2022.

Reappropriates $202,578 from the Minority and Women-Owned Business Loan Mobilization Revolving Fund for promoting minority business enterprises and their ability to compete for state contracts.

Reappropriates $16,471,595 from the Economic Development Incentive Quick Action Closing Fund for incentives to attract new business and economic development to Arkansas.

Reappropriates $47,177,979 combined from the Economic Development Incentive Fund for CREATE Rebate financial incentive programs for companies locating or expanding facilities in Arkansas ($9,677,979 from Act 333 of 2021 and $37,500,000 from Act 848 of 2021).

Reappropriates $262,700,000 in capital improvement project funds from the Development and Enhancement Fund for various economic development initiatives including infrastructure, workforce training, public safety grants, and community improvement projects, effective July 1, 2022.
