Removes the $550 monthly cap on state contributions to the State and Public School Life and Health Insurance Program, allowing the Chief Fiscal Officer to authorize contributions without this limitation.

Participating entities will continue making monthly contributions equal to budgeted state employee positions multiplied by the authorized monthly contribution amount into a fund for state employee health benefits.

Declares an emergency due to the inadequacy of the current insurance program to provide sustainable and affordable health benefits for public school and state employees.

Establishes that the act becomes effective upon gubernatorial approval, expiration of the veto period, or veto override by the legislature.
