Appropriates $400,000,000 for grant payments to the Department of Human Services - Division of Medical Services for fiscal year 2021-2022, supplemental to Act 843 of 2021.

Requires all fund disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable state fiscal control laws and regulations.

Specifies that appropriated funds must be used in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative minutes.

Declares an emergency exists due to insufficient funds for the Division of Medical Services to continue essential governmental services, making the act effective upon passage and approval.
