Establishes maximum of 107 regular employees for the Department of Labor and Licensing - Workers' Compensation Commission for fiscal year 2022-2023, with positions ranging from Chairman (Grade SE03) to Administrative Specialist II (Grade GS03).

Authorizes up to 2 part-time or temporary "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $11,308,688 from the Workers' Compensation Fund for WCC Administration, including $6,714,868 for regular salaries, $2,173,525 for personal services matching, and operating expenses.

Appropriates $21,550,000 from the Death and Permanent Total Disability Trust Fund for death and total disability claims ($21,000,000) and refunds/reimbursements ($550,000).

Appropriates additional funds for Second Injury Claims ($500,000), Seminar/educational programs ($140,000), and building repairs and maintenance ($150,000), with special language authorizing fund transfers and investments as directed by the Commission's Chief Executive Officer.
