Appropriates $46,359,000 to the Department of Education for grants and aid to local school districts and special programs, including $20,000,000 for additional public school employee health insurance, $26,000,000 for declining enrollment, $59,000 for assessment/end of level testing, and $300,000 for public school employee insurance.

Appropriates $6,000,000 to the Department of Education for operating expenses of the Arkansas Public School Computer Network, to be paid from the Division of Elementary and Secondary Education Public School Fund Account.

Requires disbursement of funds to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws and regulations.

Declares an emergency clause due to unforeseen circumstances making existing funds insufficient for the Department of Education to provide essential governmental services, making the act effective upon passage and approval.
