Appropriates $1,920,011 to the University of Arkansas - Arkansas School for Mathematics, Sciences, and the Arts for capital improvements in fiscal year 2021-2022, supplemental to Act 334 of 2021

Appropriates $17,758 to the University of Arkansas - Criminal Justice Institute for illicit drug education and training to assist the criminal justice community in addressing drug activities in the state

Requires all fund disbursement to comply with state procurement law, accounting procedures, revenue stabilization law, salary procedures, and Department of Finance and Administration regulations

Establishes that funds must be used in compliance with stated reasons for adoption as evidenced in budget manuals, letters, and legislative council meeting minutes

Declares an emergency clause due to unforeseen circumstances making current University of Arkansas funds insufficient, making the act effective immediately upon passage and approval
