Appropriates $3,226,260 in supplemental funds to the University of Arkansas - Division of Agriculture for fiscal year 2021-2022, in addition to funds previously appropriated by Act 768 of 2021.

Allocates $850,000 for extra help and $2,026,260 for maintenance and general operations, including $2,026,260 in operating expenses and $350,000 in capital outlay.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and salary restrictions, as well as Department of Finance and Administration regulations.

Declares an emergency clause due to insufficient funds for the University of Arkansas - Division of Agriculture to continue providing essential governmental services, making the act effective immediately upon passage and approval.
