Authorizes the Joint Budget Committee to introduce a bill that amends the Revenue Stabilization Law (§ 19-5-101 et seq.), creates funds, and makes transfers between funds and fund accounts.

Establishes a new "EBD or Contingency 3/5 Vote Set Aside" sub-fund within the Restricted Reserve Fund, effective July 1, 2022, and transfers all balances from the Executive/Legislative 3/5 Vote Set Aside into it.

Requires prior approval from the Legislative Council or Joint Budget Committee (if General Assembly is in session) for any disbursement of funds from the new set-aside, with authority to transfer funds as outlined in § 19-5-1263(c) and (d).

Transfers all unobligated funds remaining in the EBD or Contingency 3/5 Vote Set Aside to the General Revenue Allotment Reserve Fund on July 1, 2024.

Provides that if the Legislative Council or Joint Budget Committee approval requirement is ruled unconstitutional, § 19-5-1263(c)-(e) are void in their entirety.
