Authorizes Representative Jean to introduce a bill to amend the Revenue Stabilization Law (§ 19-5-101 et seq.), create funds, and make transfers between funds and fund accounts.

Establishes a new sub-fund called the "EBD or Contingency 3/5 Vote Set Aside" within the Restricted Reserve Fund, transferring all balances from the Executive/Legislative 3/5 Vote Set Aside authorized under Acts 2021, No. 1058.

Permits disbursements from the EBD or Contingency 3/5 Vote Set Aside for transfers as outlined in § 19-5-1263(c) and (d), subject to prior approval by the Legislative Council or Joint Budget Committee.

Transfers all unobligated funds remaining in the EBD or Contingency 3/5 Vote Set Aside to the General Revenue Allotment Reserve Fund on July 1, 2024.

Establishes that Legislative Council or Joint Budget Committee approval requirements are not severable from § 19-5-1263, making those statute sections void in their entirety if approval requirements are ruled unconstitutional; effective July 1, 2022.
