Authorizes Representative Rye to introduce legislation requiring the Division of Correction and Division of Community Correction to reimburse counties for the actual cost of housing state inmates in county jails

Amends Arkansas Code § 12-27-114(a) to mandate reimbursement when the Department of Correction cannot accept inmates due to insufficient bed space or when the Department of Community Correction has inmates in county jails under prerelease programs or sanctions

Requires the county sheriff to determine the actual cost of housing state inmates, including transportation costs to the Department of Correction

Establishes reimbursement start dates: on sentencing date if judgment and commitment order received within 21 days, or on the date the order is received if received after 22 or more days

Applies reimbursement rules to both Division of Correction inmates and Division of Community Correction inmates placed on probation with incarceration in county jails
