Authorizes introduction of a bill requiring fiscal impact statements for any proposed legislation that imposes new or increased costs for health benefit plans (including pharmacy benefits) on state entities.

Requires bills imposing health benefit plan cost increases to have a fiscal impact statement attached before committee consideration and prohibits committee action until the statement is provided.

Allows a member to object to final passage of a bill lacking a fiscal impact statement; objection can only be overridden by a two-thirds affirmative vote of a quorum present and voting.

Bills affecting the State and Public School Life and Health Insurance Program must be introduced within the first 15 calendar days of a regular session, unless approved by a three-fourths vote of both houses; such bills cannot be introduced at fiscal or extraordinary sessions without a two-thirds vote of both houses.

Declares an emergency, finding the State and Public School Life and Health Insurance Program inadequate and stating an urgent need exists to address funding and administration of benefits for public school and state employees.
