Honors U.S. Senator Hattie Ophelia Wyatt Caraway of Arkansas as the first woman ever elected to the U.S. Senate in 1932.

Recognizes that Caraway was appointed to the Senate in 1931 to fill the vacancy left by her husband's death, then won election in her own right by receiving double the votes of her nearest rival.

Acknowledges Caraway's legislative achievements including becoming the first woman to chair a U.S. Senate committee in 1933 and the first woman to formally preside over the Senate on October 19, 1943.

Notes Caraway served in the Senate until 1945 and was known as "Silent Hattie" for her effective work in committee meetings rather than on the Senate floor.

Directs the Arkansas Senate to remember and commemorate Senator Caraway for her notable contributions to women's history on March 1, the first day of Women's History Month.
