Encourages the United States Government to immediately resume the Keystone XL Pipeline project to increase energy independence.

Cites the Russia-Ukraine conflict beginning February 24, 2022, which drove oil prices to $100 per barrel and threatened U.S. energy security.

Notes the United States imported 209,000 barrels per day of crude oil and 500,000 barrels of other petroleum products from Russia in 2021.

States the terminated Keystone XL Pipeline project would have generated 830,000 barrels of crude oil per day to the United States.

Requires the Secretary of the Senate to provide copies to the President, House Speaker, Senate Majority Leader, and all Arkansas congressional delegation members upon adoption.
