Authorizes introduction of a nonappropriation bill to regulate the State and Public School Life and Health Insurance Program with enhanced legislative oversight.

Requires the Legislative Council to establish the Employee Benefits Division Oversight Subcommittee to oversee State Board of Finance decisions related to the insurance program, including cost-containment measures, plan options, premium changes, and vendor contracts.

Mandates quarterly "Employee Benefits Division Quarterly Reports" to the Legislative Council within 30 days after each calendar quarter detailing program changes, funding, benefits, eligibility, and other material matters.

Directs the Employee Benefits Division Oversight Subcommittee to study general diabetes management programs by July 1, 2024, and develop recommendations for potential 2025 legislation to implement such a program.

Declares an emergency due to inadequate funding and administration of the health insurance program for state and public school employees, making the act effective immediately upon Governor approval.
