Creates two advisory commissions: the Public School Employee Health Benefit Advisory Commission and the State Employee Health Benefit Advisory Commission, each composed of three governor-appointed members with health insurance expertise, one active employee, and one retired employee.

Commission members receive $500 per month stipend plus mileage, meet monthly with a minimum of 12 annual meetings, and serve three-year renewable terms with duties including reviewing financial viability, formulary management, medical management policies, and making annual recommendations by January 31.

Establishes that both commissions provide input and recommendations to the State Board of Finance regarding health benefit options, premium adjustments, and actuarial soundness of the program.

Declares an emergency due to inadequate funding and administration of benefits under the current program, requiring immediate action to ensure program viability and affordable health benefits for state and public school employees.
