Appropriates $50,000,000 to the Department of Education for School Safety grants payable from the Division of Elementary and Secondary Education Fund Account for fiscal year ending June 30, 2023.

Establishes a new "School Safety Set-Aside or Contingency Vote 3/5 Set-Aside" sub-fund within the Restricted Reserve Fund to hold appropriated funds.

Prohibits the Department of Education from promulgating rules or disbursing funds from the set-aside until authorized and approved by Legislative Council.

Requires approval from three-fifths of the quorum present or majority of Legislative Council membership (or Joint Budget Committee if General Assembly is in session) before any funds can be transferred for School Safety Grant distribution or unanticipated state needs.

Transfers $50,000,000 from the General Revenue Allotment Reserve Fund to the School Safety Set-Aside sub-fund effective July 1, 2022 through June 30, 2023, and declares an emergency clause for immediate implementation.
