Appropriates $600,000,000 from the General Revenue Allotment Reserve Fund to create a Teacher Pay Sustainability Program for fiscal year 2022-2023.

Provides an immediate $4,000 raise for all teachers and ensures a minimum annual salary of $42,000 for teachers with a Bachelor's degree and $47,430 for those with a Master's degree in the 2022-2023 school year.

Expands the definition of "teacher" to include curriculum specialists, instructional facilitators, and other licensed school employees not in administrator or director-level roles.

Establishes that funds in the Teacher Pay Sustainability sub-fund shall not count against public school districts' net legal balance limitations under state law.

Declares an emergency clause making the act effective immediately upon the Governor's approval or other specified conditions to ensure funds reach public school districts quickly.
