Appropriates $250,000,000 to the Department of Education - Division of Elementary and Secondary Education for the Public School District Classified Staff Retention and Recruitment Program for fiscal year 2022-2023.

Transfers $250,000,000 from the General Revenue Allotment Reserve Fund to a new Public School District Classified Staff Retention and Recruitment Program sub-fund in the Educational Adequacy Fund immediately upon the act's effective date.

Requires the Department of Education to distribute grants and aid to public school districts to ensure all classified staff in Arkansas public schools receive a $2,500 annual bonus for fiscal years 2023, 2024, and 2025.

Designates funds in the sub-fund as separate from the Educational Adequacy Fund and prohibits their inclusion in calculating a public school district's net legal balance for fund balance limitation purposes under Arkansas Code § 6-20-2210.

Declares the bill an emergency measure to take effect immediately upon the Governor's approval, expiration of the veto period, or veto override to provide immediate bonuses for classified staff retention and recruitment.
