Appropriates $1,975,160 to the Arkansas House of Representatives from the Constitutional Officers Fund for fiscal year 2022-2023, consisting of $311,500 for employee salaries, $57,000 for personal services matching, and $1,606,660 for maintenance, operations and expenses.

Permits the Speaker of the House and Chief of Staff to transfer funds between appropriated items if any portion is not needed for its specific purpose, upon certification to the State Auditor.

Authorizes use of appropriated funds for House Legislative Session expenses and, after adjournment, for interim operations of the Speaker's Office, Chief of Staff, legislative services, and other necessary House expenses through July 1, 2023.

Allows the Speaker to authorize House member expenses and per diem at legislative session rates from maintenance and operations funds if member presence and assistance are needed during interim periods.

Declares an emergency to allow immediate effectiveness, with the 94th General Assembly convening in regular session on January 9, 2023, and was approved on January 20, 2023.
