Amends Arkansas Code § 12-12-913(j)(1)(A) and (B) to require public disclosure of the physical address (street name, block number, house number, apartment or unit number, county, city, and zip code) for Level 3 and Level 4 sex offenders registered under the Sex Offender Registration Act of 1997.

Expands public disclosure requirements for Level 2 sex offenders who were 18 years or older at the time of their offense and whose victim was 14 years of age or younger to include the same physical address information.

Maintains existing public disclosure requirements for sex offenders including name, aliases, date of birth, conviction offenses, race, gender, photograph, employment location, vehicle information, and educational institution enrollment.

Declares an emergency finding that the sex offender registry currently provides incomplete information, putting citizens at risk, and that complete address disclosure is necessary to protect public safety.

Establishes immediate effective date upon Governor approval, or if neither approved nor vetoed, upon expiration of the veto period, or if vetoed and overridden, upon the date the last house overrides the veto.
