Adds property owners' associations and homeowners' associations operating nonmunicipal domestic sewage treatment works serving a population exceeding 5,000 individuals to the list of entities exempted from certain National Pollutant Discharge Elimination System permit requirements under Arkansas Code § 8-4-203(b)(1)(C)

Modifies Arkansas Code § 8-4-203(b)(1)(E)(i) to allow the division to issue, renew, or transfer permit coverage for nonmunicipal domestic sewage treatment works to property owners' associations and homeowners' associations that service populations exceeding 5,000 individuals, despite the post-January 1, 2018 prohibition

Creates an exception to the general ban on new permits for homeowners' and property owners' associations by explicitly referencing the 5,000-person population threshold exemption
