Repeals Arkansas Code Title 14, Chapter 234, Subchapter 8, which established comprehensive oversight requirements for retail water providers.

Eliminates requirements for water providers to conduct rate studies on staggered schedules (by July 1, 2024-2026, then every five years) based on customer size.

Removes mandatory training requirements for provider board members (minimum 8 hours within one year of election or appointment).

Eliminates fiscal distress monitoring and improvement plan requirements administered by the Arkansas Natural Resources Commission.

Removes provisions regarding municipal provider obligations to serve nonresident customers, creation of advisory committees for providers serving areas outside municipal boundaries, and restrictions on new providers with fewer than 300 customers.
