Amends Arkansas Code § 5-77-201(b) to add fire department and ambulance company directors/heads to the list of persons authorized to purchase blue lights or blue lens caps, requiring sellers to verify identification before sale.

Modifies Arkansas Code § 5-77-203 to require the Division of Arkansas State Police to promulgate rules defining identification types for law enforcement officers, auxiliary officers, county coroners, and fire department or ambulance company directors/heads.

Adds new subsection (c) to Arkansas Code § 27-36-304 authorizing directors or heads of state, county, city, municipal, or privately owned fire departments and ambulance companies to permit blue flashing or rotating emergency lights for identification purposes on firefighting apparatus and ambulances.

Restricts blue emergency lights to the rear of firefighting apparatus that pumps water or the rear of ambulances, with blue lights not to exceed 50% of the total visual lights on the vehicle.
