HB1041 Summary

• Redefines "all-terrain vehicle" to include dirt bikes, utility task vehicles, recreational off-highway vehicles, multipurpose off-highway utility task vehicles, and any other motorized land transportation, while excluding golf carts, riding lawnmowers, and lawn or garden tractors.

• Repeals the separate definition of "recreational off-highway vehicle" and consolidates vehicle classifications under the broadened "all-terrain vehicle" definition.

• Authorizes local authorities (county, city, or incorporated town officials) to designate public streets and highways for all-terrain vehicle operation by ordinance, subject to consistency with state law.

• Prohibits local authorities from designating streets or highways within 10 specified state parks and conservation areas (Bull Shoals-White River, Cane Creek, Delta Heritage Trail, Devil's Den, Hobbs, Lake Fort Smith, Mount Nebo, Pinnacle Mountain, Village Creek, and Woolly Hollow).

• Requires all-terrain vehicle operators on designated public streets or highways to possess a valid driver's license, carry motor vehicle insurance, ensure proper vehicle lighting, and comply with standard rules of the road.
