Amends Arkansas Code § 5-64-421 to make delivering and manufacturing fentanyl Class Y felonies with minimum sentences of 30 years or life with parole eligibility after 30 years if the offense causes death, without credit for meritorious good time.

Amends Arkansas Code § 5-64-440(c) to establish trafficking a controlled substance as a Class Y felony with a minimum sentence of 30 years or life with parole eligibility after 30 years if the offense causes death, without credit for meritorious good time.

Amends parole eligibility provisions for minors convicted of fentanyl-related offenses to require at least 30 years of incarceration before parole eligibility for delivery, manufacturing, or trafficking of fentanyl offenses.

Prohibits credit for meritorious good time from being applied to sentence calculations for minors convicted of capital murder, delivery of fentanyl, manufacturing of fentanyl, trafficking of fentanyl, or life sentences for murder in the first degree.
