Establishes 49 maximum regular employees for the Arkansas Court of Appeals for fiscal year 2023-2024, including 1 Chief Staff Attorney (Grade GS15), 24 Law Clerks (Grade GS14), 3 Staff Attorneys (Grade GS14), and various administrative and clerical positions.

Authorizes up to 2 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $5,979,654 from the State Central Services Fund for the Court of Appeals, including $3,940,692 for regular salaries, $1,246,889 for personal services matching, $320,000 for legal counsel, and funds for operations, travel, capital outlay, special judges, and mileage reimbursement.

Adds Arkansas Code 16-12-115 establishing mileage reimbursement for Court of Appeals judges at state employee rates, limited to travel between official residence and the court not exceeding 3 round trips per week, with no reimbursement for judges residing in Pulaski County.

Declares an emergency effective July 1, 2023, to ensure continuous operation of the Court of Appeals and compliance with constitutional requirements for annual appropriations.
