Authorizes a maximum of 10 regular employees for the Arkansas Governor's Mansion Commission for fiscal year 2023-2024, including 1 Mansion Administrator (Grade GS14), 1 Special Assistant II (GS11), 2 Management Special Assistants I (GS10), 4 Management Assistants I (GS09), and 2 Housekeeper Supervisors (GS05).

Authorizes up to 4 temporary or part-time "Extra Help" employees to be paid from appropriated funds at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $1,491,259 from the State Central Services Fund for personal services and operating expenses, including $686,855 for regular salaries, $230,574 for personal services matching, $60,000 for Governor's mansion allowance, $201,830 for operating expenses, $100,000 for annual maintenance, and $200,000 for utilities.

Appropriates an additional $500,000 from a state cash fund for expenses of the Governor's Mansion, Grand Hall, and grounds.

Requires the Chief Fiscal Officer to transfer any excess of the Governor's Mansion Cash Fund over $300,000 into the State Central Services Fund to support mansion-related operations effective July 1, 2023 through June 30, 2024.
